Feasibility Study for the Development of the Niksic WM Center, Montenegro
The project was financed by the World Bank and aimed at establishing a regional domestic waste management center (WMC) in Niksic, by financing essential infrastructure and promoting sustainable waste processing solutions. The WMC was planned as a self-sufficient facility to process all locally generated waste, minimizing the need for landfilling and transport to other sites. The WMC will feature facilities for extracting and recovering secondary raw materials, baling and storing these materials, handling special waste types, composting organic waste, recovering electrical and other products, and shredding construction waste for reuse as inert landfill cover.
The specific objectives of the assignment included:
-
Identification and evaluation of key management, operational, and design options for establishing the regional WMC in Niksic;
-
Support decision-making by recommending the most appropriate solutions for developing, managing, operating and financing the WMC;
-
Define the optimal contracting approach for works execution, including basis-of-design documentation and technical specifications for the WMC components (transfer station, MRF, composting facility, and civic amenity / recycling yard);
-
Provide support with permitting, environmental and social management requirements, and stakeholder engagement.
