Preparation of Integrated Waste Management Sub-projects in Two Zones of Moldova

Solid waste management in Moldova is undergoing major reforms to address environmental and public health challenges. With over 1.000 dumpsites, the country faces serious risks of soil and groundwater pollution. Most waste is still disposed of without proper sorting or recycling, especially in rural areas. Improving waste infrastructure is crucial not only to reduce pollution and GHG emissions, but also to align Moldova with EU environmental standards and create sustainable, livable communities.

The project is implemented under the EIB’s Ukraine and Moldova Infrastructure Technical Assistance Facility (UMITAF), as part of its EU4U Advisory Program, for the Ministry of Environment of Moldova. The purpose of the project is to prepare bankable and viable integrated waste management sub-projects in two WM zones (WMZ 4 & 7: Chisinau, Balti and surrounding rayons).

The specific results to be achieved are two comprehensive Feasibility Studies for the Integrated Waste Management Systems. The FSs will, among others, consist of the baseline study, demand analysis, options analysis, conceptual design (sanitary landfills, MBTs, MRFs, transfer stations and closure of dumpsites), financial and economic analysis, ESIA, institutional setup, procurement and implementation plans. Additionally, the TA operation will prepare the tender documentation for: a) the Project Implementation Support Consultant and the Construction Supervision Consultant and b) the Design and Build of the waste management facilities, for WMZs 4 & 7, according to the FSs.
